Mr. Robert Piles, the leading colored man of Springfield, who, by his industry, perseverance and sound sense, commands the respect of all his fellow-citizens, says that President Hayes' Southern policy is the only correct one. The black people, he says, will never have full protection until Southern white men voluntarily accord and give it to them. The policy of trying to force them to do this has proved a failure.
