              <text>THE MONTHLY REVIEW.&lt;br /&gt;&lt;br /&gt;We are in receipt of the first number of this paper. It is a handsome eight page monthly, edited and published by the Rev. &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/james-d--lynch"&gt;James Lynch&lt;/a&gt;, at Jackson, Mississippi. The number before us is filled with choice selections and original matter. Mr. Lynch has never been considered an extremist in politics, although his editorials are fully up to the most advance positions taken by the Republican party. The Review is put at the low price of fifty cents per annum, which certainly brings it within the reach of all. From Mr. &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/james-d--lynch"&gt;Lynch&lt;/a&gt;'s salutatory, we take the following:&lt;br /&gt;&lt;br /&gt;The editor of this paper believes that the American form of government is the best in the world; that this nation is the highest development of the wisdom and virtue of the world; that its influence is to cross, from both its eastern and western shores, to the old world, retouching the nations of Europe, and giving them a higher civilization; bathing the continent of Africa in its light, and bidding it stand among the nations of the earth, not ashamed. He also believes that the south shall bear a grand part in this great work; that, though she stands with unhealed wounds, and full of the scars of war, she is but the better metal for having passed through a heated furnace of bloody revolution. The increasing demand for labor, the increasing respect for and confidence in the colored man's capacity and fidelity, and the conquest of reason over prejudice, all foreshadow the happy cooperation of both races in making this land what circumstances and events point out, with unerring certainty, as the design of Providence.&lt;br /&gt;&lt;br /&gt;Partizan spirit, like the storms which sweep over the ocean, may wreck many interests dear to the people of the state, and retard progress; but, like angry waves and seething foam, it cannot change the laws which govern the great ocean of public mind, which will assert their sovereign power in the interests of good government. We have faith in the public conscience at all times and everywhere. We have faith, too, in the sympathy of the thousands to whom we have talked from pulpit, platform, and stump, for near five years in Mississippi, which encourages us to start this paper, without capital, save that which is in earnestness and energy, and an abiding confidence in those to whom we appeal for support.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/james-d--lynch"&gt;JAMES LYNCH&lt;/a&gt;.</text>

              <text>The State Executive Committee and the Convention.&lt;br /&gt;&lt;br /&gt;We have received a somewhat lengthy communication - too long for publication - from &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c"&gt;J. Allen Ross&lt;/a&gt;, of Washington county, a member of the state executive committee, protesting in emphatic terms against the proposition to have the delegates to the Philadelphia convention chosen by the executive committee. In 1868 the executive committee appointed delegates to the Chicago convention, but it was not practicable at that time to hold a convention. It is sometimes the case in other states where the committee chooses delegates to national conventions; but it is in our judgment rather an assumption of authority, unless it is generally well understood and agreed to by the party. The choosing of delegates to nominate a candidate for the highest office in the gift of the people, and the designating of presidential electors to cast the vote of a state, is a matter of no inconsiderable importance. There is no good reason why we should not have a state convention to select delegates and choose presidential electors, and as there are several vacancies in the state committee, that had better be reorganized also. We believe that there is but one opinion as to the choice of the Republican party of Mississippi for president; yet a convention is calculated to give us greater harmony, and will do away with any possible excuse for disaffection. As some counties would probably select as a part of their delegation, their members in the legislature, we would therefore suggest to the committee the propriety of calling the convention, if possible, before the adjournment of the legislature. But, in any event, we are decidedly of the opinion that a convention should be held.</text>

              <text>Fairness.&lt;br /&gt;&lt;br /&gt;A correspondent to the New National Era, writing from Cincinnati, claims to know a great deal about Mississippi matters, but in point of fact he knows nothing whatever, else he intentionally misrepresents us. Speaking of the election of sheriff in Washington county, this correspondent states that &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c"&gt;J. Allen Ross&lt;/a&gt; was deprived of the office of sheriff by unfair means, through the action of the board of supervisors, and also that colored men elsewhere in the state have been deprived of their positions on account of prejudice. This is not true.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c"&gt;Ross&lt;/a&gt; had several months in which to make his bond which was $124,000, of which he obtained about $6,100. The clerk of the court and every member of the board of supervisors are Republicans, four out of the five being colored; hence it is unfair to suppose that there was any prejudice on account of color in this case. So far as our knowledge goes there has been no unfair dealing among Republicans, at least on account of color, nor do we believe there has been any.</text>

              <text>THE CAMPAIGN OPENED.&lt;br /&gt;&lt;br /&gt;Davis' Bend Unfurls the Banner of Republicanism.&lt;br /&gt;&lt;br /&gt;On Monday evening last, in accordance with a notice given, the people of the Bend turned out in large numbers to hear an address by the Hon. &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/isaac-d--shadd--warren-county-"&gt;I. D. Shadd&lt;/a&gt;, on the political issues of the day.&lt;br /&gt;&lt;br /&gt;William Lewis, Jr., member of the county executive committee, occupied the chair, and Burgess Montgomery acted as secretary.&lt;br /&gt;&lt;br /&gt;After the chairman stated the object of the meeting, Mr. Joshua Montgomery addressed the meeting in a short but forcible manner, and closed by introducing the speaker who was to address them.&lt;br /&gt;&lt;br /&gt;Mr. &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/isaac-d--shadd--warren-county-"&gt;Shadd&lt;/a&gt; then took the stand, and spoke at great length, in review of the Republican and Democratic parties. The forcible and plain manner in which the speaker illustrated the relative merits of the respective parties was highly interesting.</text>

When the editor of this journal assays "to brake a lance in bloody fray," he will select some one who is not altogether a stranger to honesty and virtue, and not as &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/albert-johnson--warren-county-"&gt;Albert&lt;/a&gt; is, the meanest specimen of a mean negro, we have ever encountered. We have braved threats that were equally as potential and significant as the publication in question, which eminated from white men - and men of courage, and have "never yet lowered our arm," nor through fear, "taken down our colors," and some how or other, we fail to feel any trepidation at &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/albert-johnson--warren-county-"&gt;Albert&lt;/a&gt;'s communication to his "official journal." We profess to be a gentleman, and as such, carry the responsibilities of all our acts which we deal out on demand, provided, always, that the claimant possesses gentility enough to secure the concession from us. When &lt;a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/albert-johnson--warren-county-"&gt;Albert&lt;/a&gt; attempts to use his cow-skin on us, we hope he will have McGee and his other consorts in iniquity, with him, so that we can afford the sexton a paying job.</text>
