Social Equality Radicals.<br /><br />Our special correspondent at Holly Springs, informed the readers of the HERALD yesterday morning, of the disgraceful conduct of Dr. Compton, H. R. Pease, Wm. H. Gibbs and W. B. Avery, at the eating house at the sixty-two mile siding on the New Orleans, St. Louis and Chicago railroad, Monday morning. Compton is Superintendent of the State Insane Asylum at Jackson. Pease is, by the grace of a gang of ignorant negroes, United States Senator until next March. Gibbs is State Auditor, and Avery is a member of the Legislature from Yalabusha county. These men are all white, and yet they voluntarily degraded themselves to the level of the negroes, and forced themselves, and their negro associates into seats at the ladies' table. The negroes present on the occasion were <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/isaac-d--shadd--warren-county-">Shadd</a>, the mulatto Speaker of the Mississippi House of Representatives, <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/john-roy-lynch--adams-county-">Lynch</a>, the mulatto Representative in Congress from the Natchez District, and Sam Ireland, another mulatto, who holds some position in and about Alcorn University. Pease, Gibbs, and Avery, had no character to lose by their disgraceful action, and nothing better was expected from them. Dr. Compton was once regarded as a gentleman, but as he has fallen to the degraded level of negro social equality, we fancy that those who once recognized him in that character will allow him to associate, in future, with negroes exclusively - for assuredly the man who voluntarily assumes the position occupied by Compton, cannot be recognized by any gentleman who wishes to avoid degradation and dishonor.

THE CIVIL RIGHTS BILL.<br /><br />Two Officials from Mississippi are Refused Admission to a Sleeping Car, and intend Bringing Suit to Vindicate their Rights.<br /><br />From the Louisville Commercial, April 28.<br /><br />In the Commercial yesterday morning mention was made of the fact that two colored officials from the State of Mississippi had been refused admission to a sleeping car on the Louisville, Nashville and Great Southern Railroad. They were Hon. <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/william-gray--washington-count">William Gray</a>, representing the Twenty-ninth Senatorial District in the State Senate and Brigadier-general of the State militia, and Major <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c">J. Allen Ross</a>, Adjutant on the Governor's staff. They had been traveling North on special business connected with State affairs, and were on their return home.<br /><br />They purchased first-class tickets at the railroad office, corner of Fourth and Main, and went to the depot Monday night to take the night express for Memphis, being accompanied by several friends whom they had been visiting in the city. Shortly before the train left they started to enter a first-class car, but were refused admission and abruptly ordered to go into the forward car. They asked if the other car was a ladies' car, to which they received the reply, "No; but you can't go in there."<br /><br />Major <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c">Ross</a> had, previously to this, noticed a number of men standing on the platform, who appeared to be closely watching the General and himself. The crowd had increased as they approached the car, and was somewhat demonstrative, and thinking that if they persisted in demanding their rights that violence would be used, he suggested to Mr. <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/william-gray--washington-count">Gray</a> that it would be better for them to leave, as he saw very plainly that it was the determination to keep them out of the cars.<br /><br />They had urgent business that demanded their presence in Memphis last evening, and would have gone on, despite the indignity offered, but the health of Major <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c">Ross</a> was such that he felt as if he could not sit up all night and stand the fatigue of the ride, and so they left the depot and went back to the house of their friend, where they had been stopping.<br /><br />They state that at the time they left the house on Tenth street to go to the depot a policeman was standing on the pavement, but left as soon as they did, and was a prominent feature in the crowd at the depot.<br /><br />General <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/william-gray--washington-count">Gray</a> and Major <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c">Ross</a> have traveled a good deal both North and South, and state that they have never met with such indignity before, except in 1874, when Mr. <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/william-gray--washington-count">Gray</a> had occasion to pass through Louisville, on his way to Washington. They are both educated and highly respectable men, and always conduct themselves in a gentlemanly manner.<br /><br />Mr. <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/william-gray--washington-count">Gray</a> has represented his district, which is one of the wealthiest in the State, in the Senate for six years. He has taken a prominent part in the affairs of Mississippi, and has won for himself the respect of all unprejudiced minds. For several years he has held the position of Brigadier-general in the State militia.<br /><br />Major <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c">Ross</a> formerly represented Washington County in the Legislature, and is at present practicing law at Greenville. He was in the army during the war and lost an arm.<br /><br />They have suffered considerable loss by being delayed here, and announce their intention of bringing suit against the company, under the civil rights law, in the United States Court for the Northern District of Mississippi.

"THE COLORED CITIZEN," is the style of a new paper about being established in Vicksburg by <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/henry-mayson--hinds-county-">Henry Mayson</a>, editor and proprietor. The following is the prospectus:<br /><br />The Citizen will be devoted to the true interests of the Freedmen of Mississippi. I will advocate freely and fearlessly their civil and political equality - their right and capability to think and act for themselves in all matters pertaining to their own advancement and prosperity, or the well being of the State at large. The Citizen will earnestly endeavor to expose the fallacious arguments of demagogues, and will condemn fraud and deception wherever found.<br /><br />The following will be the platform on which the Citizen will be conducted:<br /><br />Believing that the interests of THE SOUTHERN PEOPLE ARE IDENTICAL, and that all good men, both black and white, should co-operate in the great work of restoring prosperity and happiness, we shall advocate -<br /><br />"1. That white men and black men shall vote upon the same and equal terms and none other.<br /><br />"2. That white men and black men shall hold office upon the same and equal terms and none other.<br /><br />"3. That no tax shall be assessed upon a colored man unless a similar tax is assessed upon the white man.<br /><br />"4. That not one dollar of the public money shall be appropriated for the education of a white child unless another dollar is appropriated alongside of it for the education of a black child.<br /><br />"5. That there shall be no differences or distinctions between persons of different races, except such as the God of nature has created, and such as the rules of politeness and usages of society, and the unfettered common sense of all mankind shall establish and enforce, without the aid of laws."<br /><br />The undersigned confidently appeals to his own people, and to his white friends, to sustain him in this effort.<br /><br />The services of able writers, of both colors, have been secured, and apart from its political features, the Citizen will be a first-class paper in every respect; containing full telegraphic and market reports, sketches, poetry, exchange news, miscellaneous matter, &c., &c.<br /><br />The price of the Citizen will be $3.50 per annum, payable in advance.

Platform of Mississippi Radicals.<br /><br />The following is the platform adopted at the white and black convention which assembled at Jackson on the eleventh instant:<br /><br />1st. <em>Resolved</em>, That we do cordially approve all the principles of the National Republican party.<br /><br />2d. <em>Resolved</em>, That we pledge ourselves to keep step with the National Republican party in all its progressive political reforms of the age.<br /><br />3d. <em>Resolved</em>, That we heartily adopt as our own the plan laid down by congress for the reconstruction of Mississippi.<br /><br />4th. <em>Resolved</em>, That we will spare no means or influence in our power to give free education to every child in Mississippi, and the ballot to every man not disfranchised for crimes, including treason.<br /><br />5th. <em>Resolved</em>, That in neither education, the ballot or other civil or political right, will we ever recognize any distinction of race or color.<br /><br />6th. <em>Resolved</em>, That honest industry in all respects honorable, and shall always be protected and encouraged.<br /><br />On motion of Reverend <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/henry-p--jacobs--adams-county-">H. P. Jacobs</a>, fifty thousand copies of the platform were ordered to be published by the State Central Committee for general distribution.

W. J. Bryan, Lincoln, Neb. - Dear Sir:<br /><br />In reading of your address on your accepting the nomination for the Democratic convention for the Presidency of the United States, I respectfully wish to ask you a few questions: - First - Do you consider that the colored people of this nation citizens of the United States, entitled to all the rights and privileges as citizenship that the white people are? Second - If you do, then do you think that your Party has lived up to its declaration, that it represents and its policy as essential to reform as known abusers. Now, my dear sir, my reason for asking you these questions is to get your idea with regards to the relation of the colored people when you declare the people shall rule. If you do not consider the colored man a citizen and not entitled to a vote and yet if he owns property he must pay taxes, which is the cause now in eight or nine of the Southern States to-day without which you nor any other Democrat could hope to be elected. Should you think the colored man to be a citizen and entitled to vote do you suppose that the people would be ruling such a policy as is carrying on in the States of South Carolina, Georgia, Florida, Alabama, Mississippi and Louisiana in all of these states you will get to start with 57 electoral votes that could be counted to-day without going through the forms of an election while six Republican states are only allowed 23 electoral votes although polling several thousand votes by not allowing the colored man a vote in the Southern Democratic States? The Sea Coast Republican goes back on Civil Rights, goes back on Cardozo, <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/james-j--spelman--madison-coun">Spelman</a>, <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/alfred-newton-handy--madison-c">Alfred Handy</a> and other colored politicians of the Republican party. This holy organ and advocate of high moral ideas does not relish our suggestions that these aforesaid colored <em>gentlemen</em> and their <em>estimable</em> and accomplished ladies are entitled to social intercourse with their pale-faced friends and brothers who advocate social equality and Civil Rights.<br /><br />Put yourself square upon the record, Mr. Republican. Let the people of Mississippi know at once, whether the negro, <em>who is good enough for the Southern people</em>, is not also good enough for Yankee carpet-baggers. If the negro has been declared the social and civil equal of the white man, we wish to see the movers of the enterprise made to practice it. If you think that <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/james-j--spelman--madison-coun">Spelman</a>, Cordoza, <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/alfred-newton-handy--madison-c">Handy</a>, etc., are not entitled to seats in Governor Ames' parlor, at his table, etc., say so. If they have no right there, what right have they to seats at hotel tables, in sleeping cars etc.?

Now that Governor Ames has purchased a residence on the sea coast, we know he will entertain his friends this summer. Well, who are his friends? That’s to be seen. A. T. Morgan was once his friend; so was Cardozo, <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/james-j--spelman--madison-coun">Spelman</a>, Ireland and <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/alfred-newton-handy--madison-c">Alfred Handy</a>, and lots of other collud gemmen of the Republican party. We feel sure that Governor Ames will not slight these distinguished gentlemen and their accomplished ladies, and that he will have them with him at the seaside this summer. It would be delightful to all, we have no doubt. In our imagination we can see them hob-nobbing one another, the collud gemmen waiting on the white ladies and vice versa. Splendid! Who says our Governor is not in favor of Civil Rights?

The Pilot copies from a Radical paper, a plaintive recital of the persecution of two of Mississippi's sable statesmen and heroes - Gen. <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/william-gray--washington-count">Wm. Gray</a>, and Maj. <a href="http://msstate-exhibits.libraryhost.com/exhibits/show/legislators/jacob-allen-ross--washington-c">J. Allen Ross</a>, who were travelling "on public business (!)" and were denied the privilege of luxuriating in a sleeping car intended for white people on the Louisville & Nashville Railroad. Of course these ill-used worthies intend to take their wrongs into the Courts, but, reasoning from the principles laid down by various Republican United States Judges, touching the Civil Rights bill, they will not make fortunes out of the Railroad Company.
