Residential Security Map of Memphis, Tennessee

Description

This map shows the area studied by the Home Owners' Loan Corporation (HOLC) for Memphis, Tennessee. The HOLC was created in the New Deal Era in the 1930's and 1940's, training many local real estate professionals to grade residential neighborhoods based on the reflection of their "mortgage security." This grading system is known today as "redlining." The grades ranged from A to D. Neighborhoods with the highest grade A, colored green on the map, were deemed minimal risk for banks when they were determining who should receive loans and which areas in the city were safe investments. Those receiving the lowest grade D, colored red, were considered "hazardous."
